The training rule on the instruction 58. Ovādasikkhāpada

Origin story

At one time when the Buddha was staying in the Sakyan country in the Banyan Tree Monastery at Kapilavatthu, Tena samayena buddho bhagavā sakkesu viharati kapilavatthusmiṁ nigrodhārāme. the monks from the group of six went to the nuns’ dwelling place to instruct the nuns from the group of six. Tena kho pana samayena chabbaggiyā bhikkhÅ« bhikkhunupassayaṁ upasaį¹…kamitvā chabbaggiyā bhikkhuniyo ovadanti. Soon afterwards other nuns said to those nuns, Bhikkhuniyo chabbaggiyā bhikkhuniyo etadavocuį¹ā€”ā€œCome, Venerables, let’s go to the instruction.ā€ ā€œethāyye, ovādaṁ gamissāmÄā€ti.

ā€œThere’s no need. The monks from the group of six came and instructed us right here.ā€ ā€œYampi mayaṁ, ayye, gaccheyyāma ovādassa kāraṇā, ayyā chabbaggiyā idheva āgantvā amhe ovadantÄ«ā€ti.

The nuns of few desires complained and criticized them, Yā tā bhikkhuniyo appicchā …pe… tā ujjhāyanti khiyyanti vipācentiā€”ā€œHow could the nuns from the group of six not go to the instruction?ā€ … ā€œkathaƱhi nāma chabbaggiyā bhikkhuniyo ovādaṁ na gacchissantÄ«ā€ti …pe… ā€œIs it true, monks, that those nuns didn’t do this?ā€ ā€œsaccaṁ kira, bhikkhave, chabbaggiyā bhikkhuniyo ovādaṁ na gacchantÄ«ā€ti?

ā€œIt’s true, Sir.ā€ ā€œSaccaṁ, bhagavÄā€ti.

The Buddha rebuked them … Vigarahi buddho bhagavā …pe… ā€œHow could the nuns from the group of six not do this? kathaƱhi nāma, bhikkhave, chabbaggiyā bhikkhuniyo ovādaṁ na gacchissanti. This will affect people’s confidence ā€¦ā€ … Netaṁ, bhikkhave, appasannānaṁ vā pasādāya …pe… ā€œAnd, monks, the nuns should recite this training rule like this: evaƱca pana, bhikkhave, bhikkhuniyo imaṁ sikkhāpadaṁ uddisantu—

Final ruling

ā€˜If a nun does not go to the instruction or to a formal meeting of the community, she commits an offense entailing confession.ā€™ā€ ā€œYā pana bhikkhunÄ« ovādāya vā saṁvāsāya vā na gaccheyya, pācittiyanā€ti.

Non-offenses

There is no offense: Anāpatti—if there is an obstacle; sati antarāye, if she searches for a companion nun, but does not find one; pariyesitvā dutiyikaṁ bhikkhuniṁ na labhati, if she is sick; gilānāya, if there is an emergency; āpadāsu, if she is insane; ummattikāya, if she is the first offender. ādikammikāyāti.
