The settling of legal issues Adhikaraṇasamatha

“Venerables, these seven principles for the settling of legal issues come up for recitation. Ime kho panāyasmanto satta adhikaraṇasamathā dhammā uddesaṁ āgacchanti.

For the settling and resolving of legal issues whenever they arise there is: Uppannuppannānaṁ adhikaraṇānaṁ samathāya vūpasamāya

Resolution face-to-face to be applied; sammukhāvinayo dātabbo,

Resolution through recollection to be granted; sativinayo dātabbo,

Resolution because of past insanity to be granted; amūḷhavinayo dātabbo,

Acting according to what has been admitted; paṭiññāya kāretabbaṁ,

Majority decision; yebhuyyasikā,

Further penalty; tassapāpiyasikā,

Covering over as if with grass. tiṇavatthārakoti.

Venerables, the seven principles for the settling of legal issues have been recited. Uddiṭṭhā kho, āyasmanto, satta adhikaraṇasamathā dhammā. In regard to this I ask you, Tatthāyasmante pucchāmi—‘Are you pure in this?’ “kaccittha parisuddhā”? A second time I ask, Dutiyampi pucchāmi—‘Are you pure in this?’ “kaccittha parisuddhā”? A third time I ask, Tatiyampi pucchāmi—‘Are you pure in this?’ “kaccittha parisuddhā”? You are pure in this and therefore silent. I’ll remember it thus.” Parisuddhetthāyasmanto, tasmā tuṇhī, evametaṁ dhārayāmīti.

“Venerables, the introduction has been recited; Uddiṭṭhaṁ kho, āyasmanto, nidānaṁ; the four rules on expulsion have been recited; uddiṭṭhā cattāro pārājikā dhammā; the thirteen rules on suspension have been recited; uddiṭṭhā terasa saṅghādisesā dhammā; the two undetermined rules have been recited; uddiṭṭhā dve aniyatā dhammā; the thirty rules on relinquishment and confession have been recited; uddiṭṭhā tiṁsa nissaggiyā pācittiyā dhammā; the ninety-two rules on confession have been recited; uddiṭṭhā dvenavuti pācittiyā dhammā; the four rules on acknowledgment have been recited; uddiṭṭhā cattāro pāṭidesanīyā dhammā; the rules to be trained in have been recited; uddiṭṭhā sekhiyā dhammā; the seven principles for the settling of legal issues have been recited. uddiṭṭhā satta adhikaraṇasamathā dhammā. This much has come down and is included in the Monastic Code of the Buddha and comes up for recitation every half-month. Ettakaṁ tassa bhagavato suttāgataṁ suttapariyāpannaṁ anvaddhamāsaṁ uddesaṁ āgacchati. In regard to this everyone should train in unity, in concord, without dispute.” Tattha sabbeheva samaggehi sammodamānehi avivadamānehi sikkhitabbanti.
