This was said by the Buddha, the Perfected One: that is what I heard. Vuttañhetaṁ bhagavatā vuttamarahatāti me sutaṁ:

“Mendicants, an individual with two qualities is cast down to hell. “Dvīhi, bhikkhave, dhammehi samannāgato puggalo yathābhataṁ nikkhitto evaṁ niraye. What two? Katamehi dvīhi? Bad conduct and bad view. Pāpakena ca sīlena, pāpikāya ca diṭṭhiyā. A individual with these two qualities is cast down to hell.” Imehi kho, bhikkhave, dvīhi dhammehi samannāgato puggalo yathābhataṁ nikkhitto evaṁ niraye”ti.

The Buddha spoke this matter. Etamatthaṁ bhagavā avoca. On this it is said: Tatthetaṁ iti vuccati:

“If a person possesses “Pāpakena ca sīlena, these two qualities—pāpikāya ca diṭṭhiyā; bad conduct Etehi dvīhi dhammehi, and bad views—yo samannāgato naro; when their body breaks up, that witless person Kāyassa bhedā duppañño, is reborn in hell.” nirayaṁ sopapajjatī”ti.

This too is a matter that was spoken by the Blessed One: that is what I heard. Ayampi attho vutto bhagavatā, iti me sutanti.
