This was said by the Buddha, the Perfected One: that is what I heard. Vuttañhetaṁ bhagavatā vuttamarahatāti me sutaṁ:

“Mendicants, an individual with two qualities is raised up to heaven. “Dvīhi, bhikkhave, dhammehi samannāgato puggalo yathābhataṁ nikkhitto evaṁ sagge. What two? Katamehi dvīhi? Excellent conduct and excellent view. Bhaddakena ca sīlena, bhaddikāya ca diṭṭhiyā. A individual with these two qualities is raised up to heaven.” Imehi kho, bhikkhave, dvīhi dhammehi samannāgato puggalo yathābhataṁ nikkhitto evaṁ sagge”ti.

The Buddha spoke this matter. Etamatthaṁ bhagavā avoca. On this it is said: Tatthetaṁ iti vuccati:

“If a person possesses “Bhaddakena ca sīlena, these two qualities—bhaddikāya ca diṭṭhiyā; excellent conduct Etehi dvīhi dhammehi, and excellent views—yo samannāgato naro; when their body breaks up, that wise person Kāyassa bhedā sappañño, is reborn in heaven.” saggaṁ so upapajjatī”ti.

This too is a matter that was spoken by the Blessed One: that is what I heard. Ayampi attho vutto bhagavatā, iti me sutanti.
